What Is a Bill of Quantities, and Why Does It Matter?

23 Sept, 2026

A Bill of Quantities (BOQ) is a document, prepared by a quantity surveyor, that itemises and measures all the materials, labour and other work needed to complete a construction project. It gives every tenderer the same, accurately measured basis on which to price a project, which makes tenders genuinely comparable and reduces the risk of disputes once construction is under way.

Without a properly prepared BOQ, tender prices are difficult to compare on a like-for-like basis, and gaps or errors in measurement often surface later as costly variations. A well-prepared BOQ protects both the client, who gets a fair and transparent tender process, and the contractor, who prices with confidence.
